About Court Appointed Special Advocates (CASA) of Passaic and Union Counties

Court Appointed Special Advocates (CASA) of Passaic and Union Counties is a nonprofit organization based in Wayne, NJ which champions the best interests of children in the child welfare system by recruiting, training, and supervision of volunteers from the community to be appointed to a specific child or sibling group by a Family Court Judge. We provide high-quality advocacy services to abused and neglected youth in the child welfare and family court system. We are committed to serving every child in need of an advocate. Program Manager— Union County

Program Manager-

POSITION DESCRIPTION

The Program Manager is a key member of the Child Advocacy team and helps the organization carry out its

mission and accomplish stated goals reporting to the Director of Advocacy and Executive Director. The

Program Manager liaises with community partners, staff, and volunteers to facilitate effective working

relationships in Union County. The Program Manager plays an essential role in program implementation,

specifically ensuring that advocacy work in Union County complies with both program and court standards.

 The Program Manager is responsible for assuring adherence to written policies and procedures and that CASA

follows best practices and meets or exceeds the National CASA Association and the NJ Administration of the

Courts program standards.

QUALIFICATIONS: 

The CASA Program Manager should have a minimum of the following skills and experience:

1. Must have a minimum of a Master’s degree in human service or legal-related field or equivalent

combination of education and experience demonstrating the required knowledge, skills, and abilities to

carry out the responsibilities of the Program Manager. A minimum of 5 years experience within the CASA organization is required.

2. The ability to supervise, communicate with, and motivate CASA staff and volunteers to be effective in

their roles is essential--experience with volunteers is preferred.

3. Must be able to work cooperatively with different types of personalities and individuals of diverse

racial/economic/cultural backgrounds.

4. Knowledge and understanding of issues and dynamics within families relating to child abuse and neglect

is essential; knowledge of the court system is preferred.

5. Must work with a sense of urgency, reacting to change quickly and implementing solutions.

6. The ability to manage and utilize data systems and synthesize that information to develop qualitative and

quantitative outcome reports is required.

7. Must have skill in assessing, evaluating, prioritizing, and handling multiple tasks, projects, and demands

and working with deadlines; skill in evaluating, analyzing, identifying, and recommending solutions to

complex problems.

8. Basic knowledge of computers and word processing; superior oral and written communication skills are

essential.

9. Ability to pass various background checks required.

Safe Babies Court Team Community Facilitator

Summary:

New Jersey’s Safe Babies Court Team (SBCT)  is a program affiliated with Zero to Three, a national, evidence-based model for supporting children up to three years of age who are in foster care. The Safe Babies Court Team Community Facilitator is the lead staff person for the county site, within New Jersey’s SBCT. The SBCT Community Facilitator works with the local SBCT judge, court and family teams in each county to support local families. S/he facilitates meetings to direct site policy, engage with all stakeholders, and explain the program to local providers of services. 

The SBCT Community Facilitator coordinates a caseload of 10-20 families with children under the age of 3 involved with the Division of Child Protection and Permanency due to concerns about abuse and/or neglect. S/he works closely with the parents, supporting them in remaining engaged and keeping in contact with them and their service providers. The SBCT Community Facilitator maintains close, collaborative working relationships with all stakeholders, service providers, Division caseworker(s), resource parent(s), attorneys, and CASAs on each case. 

The SBCT Community Facilitator helps the SBCT find creative solutions to navigate roadblocks of the child welfare system, liaising between birth parents, foster parents, court staff, service providers, and community members while seeking faster, lasting permanency and the best interests of children in foster care. The SBCT Community Facilitator is a neutral facilitator, who leads monthly Family Team Meetings incorporating all parties and works hand in hand directly with both professionals and caretakers.

Responsibilities

  • Work with judicial and child welfare leadership to implement recommendations of SBCT.

  • Provide emotional and logistical support for parents involved in SBCT.

  • Facilitate monthly family team meetings for each case, leading the team to identify and assign goals that will expedite case progress.

  • Track the progress of monthly team goals and assist in meeting those goals as needed.

  • Engage the parents and the parents’ supports in order to facilitate transparency, collaboration with child welfare agencies, and lasting permanency for children. 

  • Develop a full understanding of the programs and services available in the local community. Ensure parents and the Division leadership are aware of the programs. 

  • Build a strong collaborative relationship with other SBCT Community Facilitators  and State Leadership members to ensure consistency in implementing the SBCT™ approach across multiple NJ counties.

  • Distribute/disseminate materials developed by the project.

  • Enter details of all case contacts in SBCT database to document case progress.

  • Collect data and enter it into SBCT databases in a clear and timely manner. Respond to all data requests quickly. 

  • Participate in weekly community of practice calls with SBCT Community Facilitators in other sites, weekly staff meetings, supervision and reflective supervision.

  • Prepare any progress reports or memos as required. Contribute to other reports as requested.

  • Participate in court hearings, take clear notes. 

Skills & Experience

  • Working knowledge of family court functioning. Experience working with the Division of Child Protection and Permanency or in the court system a PLUS! 

  • Knowledge of local community resources in their county including early childcare and education, health, mental health, child welfare, early intervention, substance abuse, MICA, and behavioral health.

  • Ability to work collaboratively with a multidisciplinary group.

  • Deep knowledge of issues related to child abuse and neglect.

  • Knowledge of ACEs/trauma and its impact on family functioning.

  • Experience or education in infant/toddler social-emotional development or related field (psychology, social work, Early Intervention).

  • Experience working with adults with Substance Use Disorder and/or Mental Health concerns.

  • The ability to think on one’s feet and be creative is a must for this position.

  • Minimum 5-years relevant work experience.

Additional Preferred Skills and Experience

  • Knowledge of the impact of abuse and neglect on infant/toddler development.

  • Experience working with juvenile and family court judges.

  • Prior experience implementing parent education or support programs for adults with mental health challenges or developmental disabilities.

  • Living in Northern New Jersey is required
